What is the necessary functionality of a PE loader?

I've recently become interested in reflective PE injection and everywhere I keep hearing that a PE loader must be implemented to successfully implement reflective PE injection once the image is loaded into memory.

I was just wondering what functionality is necessary to implement a PE loader, and why a PE loader is necessary to do reflective PE injection.
