Can Reflection loaded classes access the Libraries within the main Application?

Here is a simple question for you to answer.

Do the classes loaded with reflection have access to all the libraries within the main Application?

If not, what would I do to access those without inserting them within the external jar? Also, can I call from the external classes, internal (so inside the application) methods, something like a getter?
